Just remember that in MHA, quirks can shape your personality & your place in society & what people would think of you. Shinso is trying to beat the stigma around brainwashing, which is considered a villainous quirk, which while he doesn’t show it, he feels like people see him doing something villainous. We even see this with Bakugo & his quirk.

Shinsou provided a light on a problem that would probably exist in a society as hero obsessed as MHA Japan. It wasn't played out the best, being honest I don't think it was ever really elaborated on, but he definitely provided an example of what vary well could happen.

Black Out. It tricks opponents to think his quirk is related to shadows or darkness, and keep his real quirk hidden. Mashirao (Tail Kid) mentioned that he didn’t remember anything once under Shinso’s control, so it would be misleading but still keep his quirk’s function at heart.
