It will have two 200 amp panels feed off the meter, one is in the house, other in the attached new garage. NEC 2020 now requires disconnects to be outside and grouped.

I cannot answer the Question relative to the NEC but the requirment to unidentify a white wire landing on a breaker has existed far longer than the rule to do if for a switch leg.
