Characters age at the start (or was it end?) of winter. Hence without script winter will take effect every second turn - which explains the weird aging at settings other then 0.5 (2tpy) and is the reason why you need a seasonal script (there is nothing in the default campaign_script) for other rates below one (no-one really bothers with rates ABOVE 1).
