Founded in 1922, it is the oldest political party in the country. It has 250,000 members as of January 2024, making it one of the largest non-governing communist parties in the world. The party is chaired by Tomoko Tamura, who replaced longtime leader Kazuo Shii in January 2024.

The Red Scare in Japan refers to the promotion of fear of the rise of communism and socialism in Japan. Throughout the history of Imperial Japan, the government suppressed socialist and communist movements. [1] In order to combat the Communist International, Japan signed the Anti-Comintern Pact with Germany and Italy in Nov. 6, 1937. [2]

On 15 July 1927, the Comintern issued a thesis attacking both Yamakawa and Fukumoto and demanding that the party strive for an immediate two-stage revolution to overthrow the Japanese government, and especially the Emperor system and Diet of Japan, redistribution of wealth and favorable policy with the Soviet Union.
