She cannot prove her identity, because the name listed by HMRC is different from the name on her passport and driving licence.

2023年1月26日 · I have completed my self assessment for the 21-22 year. On my government gateway it now says I have completed my tax return. I also paid the tax amount due which needs to be paid by the 31st Jan. I paid this via the gateway and transferred from my bank account on 20th Jan. On my government gateway it still says I owe £XXXX by the 31st January.

He was asked to send his passport info to verify his details and unlock the account, however even this hasn't worked and yesterday an HMRC advisor told him they didn't know what to suggest!
