Georgia declared independence on May 26th, 1918. Armenia and Azerbaijan followed suit two days later. From the onset, the young state was tied to Germany. Both the Kaiserreich and the Ottoman Empire recognized Georgia’s independence, though the subsequent Treaty of Batum forced it to cede its Muslim majority regions.

The Ottoman army was in those areas and was barely repelled by the also-new Armenian Democratic Republic forces from overrunning modern-day Armenia (the rump of historic, pre-genocide Armenia) as well. Ottomans advanced through the Caucasus all the way to Derbent on the Caspian, in Dagestan, by November 1918.

At the same time if it is some form of an absolute rule, perhaps with even an elected advisory council, I can see how it can be seen as an alternative to democracy.
