In settings > apps > s earch for Special Access or tap the 3 dots > tap Special Access and select it, scroll down to Notification Access and select it. Scroll down to your default launcher. (on the A12 phone it's shown as "Launcher").

I've compared notification settings between the two, I've cleared cache and data but I can't get the app icon badges to work for those two apps. I even went into the App icon badges settings under Advanced settings and they are identical between the two phones.
