The Apena was the spokesman of the Ogboni society which was a central and important institution in all Yoruba states. The Ogboni has been defined as a ‘secret and ritually united corporation of political and religious leaders and its special priest.
Political control asserted by the Ogboni is not limited to the power of life and death over the Alafin. Another component of Ogboni control is its judicial authority. Whenever blood is shed upon the ground, except in sacrifice, a leading titled official of Ogboni, called the Apena, summons the parties involved and hears their dispute.
