Jason Benson Dingler is accused of robbery, carjacking and firing a stolen gun at deputies following a car chase on Sept. 22.

"Why'd you do that?" the man at the center of the call says as he's lying face-first on the ground. "Ain't nobody do nothing.

The video appears to show a man armed with a large silver pistol cornering a woman who is sitting inside her car.

A man was discovered to be carrying a gun after attending a tour of the U.S. Capitol and leaving the nearby Library of Congress.
