We visited in summer, but I don't believe that it is possible to ski in Tbilisi. You will need to transfer 2 or 3 hours to reach a ski resort. The town is beautiful, visit the fortress, wander the old town, view the glass bridge, cathedral, there are some bathes (we didn't go, but might be nice in the winter). In my opinion 2 or 3 days is enough, then if you have more time go out and see the rest of the country.
