There are some parking lots that you have to pay at. Some street parking as well but I think those were metered as well. I believe if you tour the dam area, there is parking associated in that section of the park.
I believe it's open year round - it's basically like a park. No admission, just park somewhere and walk/bike. The museum across the street is open year round, but is not free.
