Start from 9am. You will need to book online otherwise it may be booked out as there are limited numbers they can take each hour for both the train ride and tour. There are lots of people missing out if you just turn up. The cost for a family is $99 or $34 per adult. Train ride only is cheaper. Walking entry pass is even cheaper.
