Marconi Beach is part of the Cape Cod National Seashore. In other words - the National Parks Service. You'd have to go through their local contact point as there are numerous regulations that apply to use. As of today (Jan 8, 2019) the Parks Service is part of the Federal "shutdown" so that may not be possible right now. There is a website which cannot be posted here by tripadvisor rules.
